Analysis of environmental licensing procedures for photovoltaic solar and wind energy complexes in Ceará

The impacts caused by the use of polluting sources for the generation of electric energy have created opportunities for enterprises that generate clean and renewable energy. Environmental licensing is the process that guarantees the adoption of sustainable practices in these projects and, as it is a complex procedure, it is pertinent to carry out studies of the procedures adopted by environmental agencies, in order to enable their optimization. This work aims to analyze the environmental licensing procedures of photovoltaic and wind solar energy generation projects carried out by the Ceará State Environmental Superintendence (SEMACE). For this, documentary, descriptive and explanatory research was carried out, analyzing the data between the years 2014 and 2021. The environmental agency has well-defined procedures, in which the steps, deadlines and necessary documentation vary according to size, type and location of the enterprise. A total of 728 licenses were issued, 461 for wind energy projects and 267 for photovoltaic solar energy. About 23.68% of the licensed wind farms are located on the North Coast and 46.72% of the licensed photovoltaic complexes are located in the Jaguaribe Valley. The coast of Ceará has a high potential for wind energy generation, and may expand to the Serra da Ibiapaba and Chapada do Araripe. Solar radiation has been widely used in the Jaguaribe Valley, and can also be explored in other regions.
