Planning and implementation of basic sanitation policies in municipalities as a governance challenge

With the need to implement public policies in various sectors of governance with a focus on solving social and economic problems that involve the formulation and implementation of actions within the scope of public management, municipalities often face challenges that impede the progress of their government goals due to the absence of a management plan compatible with the needs of the population. This proposal aims to understand how municipalities adapt to the planning and implementation of basic sanitation policies in accordance with the set of laws that govern health agendas and how the development of policies can reflect in the improvement of the quality of life of the municipality, resulting in economic advances. To understand the discussions surrounding the subject, the research was supported by authors such as Costa and Souza (2016); Souza and Gomes (2018), Heller (2022) among others in a thematic dialogue consonant through the Integrative Review methodology. It was concluded that the challenges faced by municipalities involve the lack of financial and human investment to implement their policies focused on health issues, thus concluding that, on their own, they cannot achieve the objectives that are consistent with the laws inherent to the process discussed here.
