Abstract

To analyse the process of coastal urbanisation involves the approach of multiple processes of territorialisation and their socio-environmental impacts. In the case of the brazilian northeast, and more specifically the coast of Ceará, tourism policies and the respective investments in infrastructure have increased investor's impulse to territorialise the coast through real estate-tourism complexes, a dynamic that is often at odds with laws and criteria for socio-environmental protection. The research investigates the role of the real estate-tourism market in the territorialisation of the coastline of the municipality of Paraipaba/CE, in the case of the Hard Rock Hotel Fortaleza. To this end, it draws on bibliography on the subject, secondary data on tourism and property dynamics, as well as field visits carried out between 2015 and 2024 in order to understand the processes and dynamics relating to this enterprise. It is understood that the allocation of such complexes involves factors that involve financial strategies, the relaxation of environmental laws, urban planning dynamics and impacts on resident populations, all of which hinder the discourse in favour of the installation of these objects on the seafront.
