Abstract

The present study emerged with the perspective of analyzing federal and local housing policies, focusing on their effects on the expansion of the urban fabric in São Luís do Maranhão and their connections with the formation and consolidation of the formal and informal city. In the period from 2009 to 2023, 5.729.170 properties were delivered by Minha Casa Minha Vida, of which 28.892 homes were built in the capital of Maranhão, located mainly in rural areas. However, the largest housing program in the country's history followed the old way of implementing housing policy dominated by rentier and patrimonial real estate capital. The construction of these residences formed new neighborhoods, devoid of public equipment and services. The State's articulation with construction companies in the mass construction of housing complexes, and the misalignment with the urban policies expressed in the master plans, resulted in the expansion of peripheries, of low quality and deprived of urban equipment, employment and service needs. public. This housing policy model continues to expand and consolidate the dichotomy between the formal and informal city.
