The territorial dimension of public policies as an instrument for reaffirming territorialities in tra-ditional communities: the case of the Bolsa Família Program

Abstract

In view of the varied forms of social organization of population groups in the brazilian territory, it is worth to highlight the traditional communities, which are characterized by culturally distinct groups which stand out for their specific forms of social, cultural and economic reproduction, in addition to playing a unique relationship between their territories and the natural environment. These groups that have historically experienced a process of economic and social exclusion, however, since the Federal Constitution of 1988 have obtained visibility from the public policies. In this regard, this article aims to understand, through the vast literature on the concept of territory, the ways in which these groups are territorialized in spaces and the role of income transfer policies and other public policies in this process. Using as reference the Specific Groups of Traditional Population (SGTP) of the Bolsa Família Program (BFP), the study focus on spatialize the quilombola families benefiting from the PBF in Goiás territory, emphasizing the quilombola territory of the Sítio Histórico Kalunga (SHK), located in the northeast of Goiás. The study emphasizes the importance of the territorial dimension of public policies in strengthening the territorialities and identities of traditional groups in their spaces of resistance.

Mestrando em Geografia pela Universidade Federal de Goiás (UFG/IESA) concetrado na área de dinâmica socioespacial. Licenciado em Geografia (UFG/IESA) e cursando Bacharelado em Geografia (UFG/IESA). Pesquisa sobre os Programas de Transferência de Renda, tendo como objeto de pesquisa o Programa Bolsa Família (PBF) nos territórios das comunidades tradicionais. Membro do Laboratório de Estudos e Pesquisas em Dinâmicas Territoriais (Laboter) e do Grupo de Estudos sobre Redes e Produção do Território (GéTER) coordenado pelo professor Dr. Denis Castilho.
